Since the rift between erstwhile allies Mayor Mike Rama and Rep. Tomas Osmeña broke out into the open earlier this year and the congressman expressed plans to return as mayor of Cebu City, speculations arose on who shall inherit the south district congressional seat.
Osmeña himself revealed who among his allies and party mates within the Bando Osmeña-Pundok Kauswagan (BO-PK) in one news report: Former congressman Tony Cuenco, Councilors Joey Daluz, Bebot Abellanosa, Gerry Carillo, and DOTC Usec Totol Batuhan.

All I can add to that column today is the thought that all potential congressional candidates are courting Osmeña’s support revealing a perception of weakness in Mayor Rama‘s south district bailiwick. We will assume that Rep. Osmeña will choose somebody who could help him wield the widest electoral support within the district.
But then, local politics often makes political enemies of those who fail to get the kingmaker’s anointment. Would Osmeña’s political clout keep them within his fold? Can he afford one or two allies falling into the lap of his 2013 opponent? Is the potential conflict among BO-PK allies lead to the emergence of Osmeña’s wife Councilor Margot Osmeña as the unity candidate?
I submit 2011 is too early to divine how Osmeña would arrange his cards held so close to his chest. This is something we can only confirm when he himself will make the anointment.
