Described by colleagues at the Lower House as looking bored when he attends sessions, Osmeña has expressed his preference as an executive and intends to return as mayor of Cebu City. This renders the second district seat vacant.
With Cuenco’s potential rivals to the congressional seat — Councilors Joey Daluz, Bebot Abellanosa, and Usec Totol Batuhan — likewise seen as seeking Osmeña’s blessing, the perception that the incumbent congressman is unbeatable in Cebu City continues to prevail.
While Cuenco met loyal barangay captains as a preliminary move, the Bag-o Sugbu Foundation which his rival in 2001 and 2004 Totol Batuhan formed years ago, has been quietly conducting daily supplementary feeding programs in Osmeña bailiwicks for several months now.
Batuhan, who formed a pro-Noynoy Aquino non-government organization in 2010, is now considered an Osmeña ally.
